As said so eloquently by Rush, you are right. Rush even said that while he likes the idea of the Fair Tax or even a flat tax, the power of taxation and playing with the tax code is the single largest power Congress has.

That's one way to look at it, but to wield this power they must be elected - that power is gone when they're voted out of office.
