The Islamofascists have never given any warnings prior to actual terrorist acts.One hour warning for a large city seems calculated to maximize casualties. Enough time for people to think they can get away, rather than hunker down. I wouldn't put it past them to try an sabotage the exit routes to try and catch as many out in the open as possible.

Detonate a bomb, then detonate a second one 3 to 10 minutes later at the same location, in order to kill as many medical and rescue workers as possible.
