We don't know what the horse did to him. I was once attacked and bitten by a llama and reflexively punched him in forehead - he took a step. This upset the zoo staff but it was clearly the llama's fault. When I went back to the zoo the next year I asked about the llama - he was biggest male llama they had and was missing. The keeper said he had bitten several people and was "sent to a farm."
So maybe the police horse was at fault.

He heard Cynthia Mckinney hit the cop, not just the horse, and it was ok so he figured since they have the same hairstyle, it was all right for him.
