Chicago (part of Cook County) forbids gun ownership, but here in northwest suburban Cook County you need a FOID card to purchase a gun. Neither Chicago nor the State of Illinois have the legal power to confiscate legally owned guns in townships that do not forbid gun ownership.
Either the writer of this article is confused or the Blagojevic crony is confused or both.

Chicago does not forbid gun ownership. HANDGUNS purchased after the law was passed are forbidden.
