CFR has nothing to do with it. A requirement of an exempt organization (at least since 1954) has been that they not engage in political activity without losing their exemption.

CFR has EVERYTHING to do with it. Shortly after the SCOTUS upheld the CFR (despite its Constitutional violations and flaws), the FEC first initiated rules regulating what it called political speech in various untraditional forms such as newsletters and church bulletins. After the FEC took its stand, the IRS jumped in with new regulations that threatened the tax exempt status of institutions that used tax-exempt institutions (such as churches) and properties for what are considered politically-oriented activities.
These are the very things the Founding Fathers were trying to prevent when they wrote the Constitution and the Bill of Rights. With a federal election cycle getting under way, the IRS is getting their jack-booted thugs geared up to come after anyone who exercises their First Amendment rights within 90 days of the election. This is what this whole thing is about.
