The problem with your theory is that the one example given in the story is a pastor who made it clear he would vote for Kerry.

The IRS may go after a token Bush basher, but it really does not mean much when they ignore stories in the Washington Post and Christian Science Monitor stating that the pastor endorsed a Democrat from the pulpit and tells the congregation to "get the cowboy out of the White House."

Or when black churches pass the plate to help Jesse Jackson raise money for his presidential candidacy.
