It possibly began when the ancient Israelites drove out the Canaanites, Hittites, Hivites, Perizzites, Girgashites, Amorites and Jebusites. Modern Israel is attempting to drive out Hezbollah-ites, Hamas-ites, Islamic Jihad-ites and the rest.

Going into an area, taking over territory, and annihilating its inhabitants seemed to be a common practice among the returning Israelites in Biblical times.

It's interesting that that God of the Old Testament would support such a "scorched earth" policy. There must have been a good reason for it.
