Taxpayers frequently need to be punished. They vote for legislators who make laws and policies encouraging the hiring and retention of such incompetent boobs.

I think the tax payers do deserve punishment for the pain that results from their actions and inactions. This girl doesn't deserve millions but she does deserve to be repaid for the real damage of leaving her in the foster care system.
