There is little or no interest in the same when a terrorist blows up a public market.

Ah yes, the Reuters rule: If he is alive he is a "militant" (we don't use the "T" word here). If he has been killed then he is a "civilian". And if the US/Israel doesn't have video proof of him firing off an RPG or beheading a hostage, then he is an "innocent civilian".
