At any level under operational, I don't believe you can use the Syrian TOE any more. I believe the limiting condition now to be the Iranian TOE.

Per the original poster, that report is sourced to the Jerusalem Post, and yes, I view it as a significant development.

However, it is not unexpected for Syria to mobilize reserves when an enemy has already begun the same process, whether they intend to pre-empt or involve themselves or not.

Not a good sign, but not a committing move either.

No, not a committing move, but i think it makes it that much more likely Israel will take some proactive measures to protect its flanks should it venture into Southern Lebanon and almost a certainty should they move into the Bekka.
