As much as I generally agree with the author, the "US must take the lead" thing is getting tiresome.

Agreed. For as soon as the United States does take the lead, Europe will stand down, to the extent that it has even done more than raise an incurious eyelid.
And the rest of the world will begin shouting "Imperialists!"
