CNN: Mark Regev, Foreign Ministry spokesman says a "special situation" has been declared - - it is now a legal "state of emergency" in northern Israel, allows government special powers
From Mark Regev (Israeli Foreign Min. spokesman): The Israeli command is planning on closing schools, restaurants, etc. and telling it's citizens to bunker down. It's giving the "Home Command" military to close down public and private institutions to save life.
