The cruising is really an alcohol-fueled party that settles on a few blocks of a major thoroughfare, closing down the streets and terrorizing the residents. Shots are fired, homes are vandalized, there have been home invasions reported. When the cops arrive, a near riot often ensues.

Odd. In my day, that was called "anarchy." And it was the very thing the police -- and indeed the collective power of the state -- was created to prevent. Since it appears that the state has become voluntarily powerless to do so, then the power to protect themselves reverts to The People. The social contract is broken.
