The 13th does not border the 12th. Yeah, weird, isn't it?
The 13th is mostly Montgomery County (one of the collar counties of Philadelphia). The 12th is on the other side of the state, encompassing areas east of Pittsburgh....Johnstown, the Monongahela Valley, etc.

He apparently has flip-flopped on this issue as his website reads: "Change in health care is inevitable. I will fight to unleash competition to improve quality and efficiency and will oppose any government takeover of America's medical industry.".
