It's possible Fox could be refering to this :

IDF officials estimated that the missile fired by Hizbullah to Haifa on Thursday evening was made in Iran. One person suffered anxiety after the missile hit an area near the upper cable car station in the city. (Ynet)

But thats very different from it actually being fired by members of the Iranian armed forces.

No - they said 'Fired by the Iranian Gaurd' and even had it as a caption

If Iran were to fire a Shahab-3 (Nodong) that could
reach Israel and would be noticed by the "national
technical means". A response in kind would almost certainly follow.

A stretch Katyusha is just a battlefield weapon.
