Obviously, based on Koizumi, Japan will show restraint when
nuclear weapons from North Korea land throughout Japan
and Koizumi will gladly accept the deaths of all the Japanese at the hands of North Korea
as he and the Japanese promise to do nothing.

Did both of these actions occur today?

Yes. Obviously, Koizumi likes allies of North Korea.
