The institute waits to know the resolution of the Electoral Tribunal of the Judicial Power of the Federation.
In order to bring a measure of tranquility to society, the Federal Electoral Institute (IFE) resolved to suspend the opening of electoral packets.1
Even though the General Law of Systems and Means of Challenge in Electoral Matters authorizes the IFE to open the packets to recover files of the presidential election and to send them to the Federal Electoral Tribunal, [the IFE] determined to suspend this procedure.
Miguel Ángel Solís, Executive Director of electoral organization of the institute, explained that they will wait to receive the tribunal's instruction about what they should do in these cases.
In the manner [in which the files have been handled], the civil employee continued, there will be [court] cases or district councils in which they will not be able to present the complete presidential election files, for which the tribunal will have to make a decision about opening them.
In the terms established by said law, the district councils would have to open the packages to remove the original documents from the official reports2 of counting and scrutiny, as well as any written protests which involve the opening of the packet containing the electoral ballots, the civil employee of the institute added.
Nevertheless, for reason of the controversy that caused the opening of electoral packages in Tabasco and Puebla, the IFE resolved to suspend opening and is waiting on instructions from the TRIFE.3

1The "electoral packets" are the casillas, the ballots cast in each precinct that are crated and sealed after the count is certified by on-site representatives of all the major parties and which are not supposed to be opened by the election officials unless irregularities are detected.

Information on the "controversy that caused the opening of electoral packages in Tabasco and Puebla" probably refers to the fact that the IFE's office in Comalcalco, Tabasco was visited by a mob today in which a PAN representative was taken away.
