You are blaming Chertoff for Katrina? As though he had operational control of the engineers and disaster relief. This is not like Mark Clark messing up in Italy.

Chertoff's failure to ensure that FEMA was an effective disaster relief agency makes him ultimately responsible for its failures during the Katrina debacle. The fact that he wasn't fired afterwards has always left a bad taste in my mouth.

The breadth and depth of the Katrina DISASTER was more than any planning could have anticipated. The measure of responsibility for reaction to that disaster should be measured by what has happened and is happening in the states affected.
