I suspect that you've never served in an artillery unit. (I have.) U.S. Field Artillery practices "shoot and scoot", the old black and whites of artillery pieces firing constantly from a open position are obsolete. Accuracy is hardly an issue since Seoul is an area target.

I'll betcha dollars to donuts that the NK people's Army has thousands (literally thousands) of field artillery survey benmarks all over North Korea from which they can immediately bring accurate fire on to any point within range of North Korea. I would also be surprised if North Korean agents haven't planted thousands of feild artillery benchmarks in the South as well.

I suspect that NK has their long range artillery in caves and bunkers to haul out and fire. To deliver the amount of ordinance they need to obliterate Seoul, they need the ammo ready at the gun position. I doubt they will use "Shoot and Scoot".

And, I also have spent a lot of time on the gun line.

My understanding is that they DO have thousands of tubes, and that they are in hardened caves in the mountains, perhaps not impervious, but not where they can be taken out quickly or before an opening salvo.
