I still have problems with civilians pinning medals on military personnel.
I know, Cheney IS the VP, but, the VP isn't in the military chain of command. If it were the President, it would be a different story.
A couple of weeks ago, an assistant to the Sec of the Army was pinning medals on troops.
Just one of my hang=ups.

Whoever wrote that phrase (assuming it was a speechwriter) deserves a raise. It should have been used by Bush in a nationally televised prime-time speech, like on the fifth anniversary of 9/11.
