Which is why this isn't and has never been a story. How can you commit a crime by telling a reporter what is part of the public record?
It was not in the public record that Valerie Plame worked for the CIA. It was not in Who's Who. The fact that Joe Wilson's entry stated his wifes name doesn't mean anything. The person who "outed" Valerie is not the editor of Who's Who or Joe Wilson in providing the Who's Who entry because it was not her marraige to Joe Wilson that was (supposedly) covert !!
It is the still unrevealed SOURCE #1 of Bob Novack who said: Joe Wilson was sent by his wife who works for the CIA . If there was a crime in revealing Vals status it was committed by SOURCE #1. All that we know is that 1) It is not Carl Rove and 2) It is not the CIA Information officer. and 3) The person was not a "political gunslinger" according to Novak. 4) but was government employee and 5) revealed the Plame occupation/identity inadvertently. Again, this is per Novak.
We also can surmise that because Fitz knows who SOURCE #1 is and did not charge him that Vals status did not rise to that req'd for the "Foreign Intellegence Agents Identity Protection Act" threashold, which is high. Apparently it may not even have been secret enough to make her outing (even if inadvertent) something that SOURCE #1 could be charged with revealing classified information over. (That is a lower threashold for a less severe crime. It only requires that you know secret stuff, and fail to keep it secret. This is what Bill Kellor could be charged with.)
There is still a lot we don't know.
