well...it is an election year - maybe not for Bush, but some Republicans have nothing to show their constituents, and if they can persuade the GOP and Rove/Bush to veto this, it'll be a feather in their cap (i.e. "we fought this in Congress and it still went through, but we stood behind President Bush during his first ever veto!")

Who am I kidding, at one point I remember a speech way way back where Bush said he wanted to do the opposite of some of the things that Clinton did, and not vetoing anything is the exact opposite of Clinton.
