This is to fund research of embryonic stem cells that otherwise already exists. The money is not to create the stem cells, but to study them. Even assuming this is true (which it is not), this bill provides federal funding of research more efficiently conducted by the private sector. How could a fiscal conservative even be in favor of this bill?

I agreed with everything you posted Texas Federalist, but I'm isolating the first portion of it to suggest a second alternative ending that I consider equally valuable.
