No, it is not the same. Something occurring on accident and something occurring on purpose are not at all comparable. Not even close, and it is ridiculous for you to continue saying that it is.
Commanders go into battles knowing there will be a certain percentage of collateral deaths of civilians, especially on mass bombing runs...it's not accidental.
