only with respect to official acts do they have such protections.

if a congressman murders someone inside washington DC, can they be prosecuted,or even investigated, for it by the civilian justice system?

The Speaker of the House would, in almost any event, turn the guy over to the cops.

He might even call for "backup", but he will maintain order in his own house.

The court has now overstepped where the Executive overstepped. Time to cut off their heat for the winter; maybe even their filter water contracts.
