Unless the "manufacturer's 'cost' " includes the "settlement" amount, there is no way their cost can be $1.44 a pack.

What are they doing?

Handrolling each cigarette individually?

It does. That's the only way the tobacco companies would sign on the dotted line.....if they could pass the cost on to their "customers".
