An having seen nthat Clinton's new laws were having an impact on immigration, President Bush raced to change those laws, and made certain that he did not use all of the funds allocated by Congress for increased Border Patrol.

While your facts are interesting, and possibly even true, the point is that neither party is doing anything about this, and Clinton's signing of these laws was a part of a long term plan, which happened to give cover to the President because he can point to CLinton as the falt. However, he has done nothing to correct these problems.

Meanwhile, President Bush, in chorus with Ted Kennedy and La Raza, started promising amnesty, rewards, benefits, jobs, privileges, and even citizenship to anyone who could swim, walk, run, hike, sneak, or otherwise illegally cross the border. He not only failed to properly enforce the laws he is supposed to enforce, but he made the problem worse.
