I seem to recall a while back some company sold some quiet propeller technology to the Russians or maybe the Chinese.

Back in the 1980s, Toshiba sold some really top-notch (for the day) six-axis milling machinery to the USSR ... the Sovs used it to make better (quieter) props for their submarines. Some folks are still mad at Toshiba ...

I seem to recall a while back some company sold some quiet propeller technology to the Russians or maybe the Chinese.Mitsubishi (sp?) sold the USSR multi-axis metal lathes which they used to dramatically reduce noise coming from their submarine propellers. They did this during the mid 1980s.

That was Hitachi.
They said they were sorry, though. /s

"I seem to recall a while back some company sold some quiet propeller technology to the Russians or maybe the Chinese." I thought it was Toshiba. I haven't bought anything from them since.

You remember correctly! In the early 1990s the Chicoms bought a huge milling machine called the FROREAP surplus for $250,000 (original cost $6M) from the B1 bomber division of Rockwell. This machine allowed the Chicoms to make quieter props for their subs. Over strenuous objections from DoD, the State Dept. allowed the sale; State saw the Chinese as our friends. To add insult to injury, this took place before Clinton, under the Bush Administration! I have personal knowledge; at the time I was an engineer at Rockwell. When will we learn?

Yep. In the 80s, I think it was Toshiba(?) that had been contracted by the US to build our new super-quiet screws for the subs. They turned around and sold the technology to the Russians. We imposed sanctions on them for a couple of years, then let them come right back and do more business in the US.

Yes!your right the company that sold the classified milling machines was Toshiba, the Japanese conglomermate. They use those milling machines to create the screws for the subs.
That was one of the benefits American subs had before Toshiba gave away the goods. We had very quiet submarines.
