"Elizabeth Burciaga, 21, was charged with endangering the welfare of a child." 21 years old... 4 year old child... so, she was knocked up when she was 16 or 17. I wonder where the father was/is.
Please excuse me if I sound like I'm being judgmental.

It's good luck that he survived and is on his way to recovery.
It's bad luck that he has such a lousy mother.

Maybe the apartments are required to have bars on the windows...but that mother will be lucky NOT to end up behind bars herself.
Poor little guy...only a guardian angel watching over him.

The boy stood on a bed and pressed against a window screen, which gave way
Isn't there a printed warning on window screens to prevent this?

I pray that the kids are given to good parents. This 21 year old girl is not.
