Unjustifiable pessimism, IMHO. President Bush and his administration is doing far more than the author has any reason (or security clearance) to know about. The bigger threat is the threat of exposure by a news media committed to Bush's failure, even at the expense of America's security - and paradoxically, to the very freedoms the media take for granted.
