Boy does your conjecture sound totally feasible.
Now that you mention Negroponte...the thread about this yesterday DID mention his "involvement" in this, in that some tensions were/are present between he and Hoekstra.
According to how Fox News has been characterizing this...the letter was sent to Bush on the same day at the confirmation hearing for Hadley, Goss' replacement.
And, if Goss IS the whistleblower, like you theorize, it makes a LOT more sense.

There is a war going on between Hoekstra and Negroponte that is hurting this country. I hope someone, since May, has put these guys in a room( President Bush in the only one that could) and has stressed to them how important it is to have them on the same page.
The leaking of this letter indicates this has not happened yet.
