Yea, it happens. Usually in the states it's intentional.
I still think my punishment is appropriate. Let them learn about the memorial then teach children about it and respect for the military.
Don't know why it is, but I would like to see them sentenced to cleaning public toilets for a few weeks - especially ones where drunks are known to hang out.
