In 1989 an engineer from TXDOT told me that they "would build a road to hell if they could find someone to fund it."
All the comment cards in the world will not alter a proposed path. There next step will be to donations of land by local governments pressured by local Chamber of Commerces that think they can make a nickle by spending a dollar.
