Biden told an Indian political activist: You cannot go into a Dunkin Donuts or a 7-Eleven unless you have a slight Indian accent.
This sounds like criticism (like: you can't enter blabla unless you're white). Was it critical?

No, he was trying to tell the guy that he had many "Indian-American" constituents and that they were a growing part of the Delaware population. It was not intended to be criticism, it was a condescending compliment. Kind of like telling Jesse Jackson "you know, I really liked that Sammy Davis, Jr.".

I wish I could remember where I saw it, but I watched the video clip of Biden's remarks yesterday. He was grinning away, as were the Indians or Pakistanis in the shop. I think he said something like, "Am I right?" after his initial comment.
