Given that Oregon is pretty crunchy, how would taxing miles driven be compatible with encouraging conservation of fossil fuels? Are they planning to tax both the gas and the miles driven? If they went with just miles driven how could they attack the SUVs for being wastful? Would there be different rates per mile based on the weight of the vehicle? This is what we do with trucks. Seems like an extremely convoluted solution in search of a problem.

this is just another tax on top of the existing one on fuels...next comes idling tax, or scenic route tax
