Under Mexican law, there will be NO RECOUNT just because the margin was supposedly "a statistical tie". Calderon's margin is currently .57% with 99.99% reporting. That's about 235,000 votes. There are likely no more than 4,100 votes left to count. That's not a statistical tie - it's a clear win.
There is no such thing as a margin of error in the final counting process. It is FINAL, absent a successful Obrador petition to the special Mexican election court. It is unlikely (but possible) that the court will call for a complete recount.

Right now the pro-globalization candidate (conservative) is leading by approximately 200,000 votes, or .4 percent, which is a statistical tie. But that's just the tally of the votes. A recount will decide the election.He's a Recount Poster Boy.
