Schools have to offer a level of safety to students or face lawsuits and the system felt it couldn't assure the safety of gay students in tough neighborhoods after a couple of beatings.
What the system didn't realize is that the social order of tough schools are already organized to protect the vast majority of gay students and that gay students from non-tough neighborhoods wanted to attend schools with higher academic standards or career specialties.
