Did it dawn on anyone that they were only testing the 1st Stage booster and the upper stages were unfueled and that is why it went "limp"? Maybe it wasn't an unsuccessful launch because the same upper stages already work on their shorter range missiles without the lower booster stage.

Or maybe they failed just as reported and you are vastly over estimating the Commies. This is a regime that lives on bellicose threats, saber rattling and propaganda. The idea they would knowingly plan for failure that would cause them such a massive loss of face is absurd
