It's more like someone who buys a pitbull to frighten away enemies. But the pitbull bites an innocent person and the owner of the dog (China) gets sued and loses everything.
China will pay the price for N. Korea's foolishness. N. Korea can't pay the price, they have nothing. China is afraid, but would be better off without the pitbull. The pitbull will steals China's future.
