It still is there and that "deal" was not worked out. It was proposed only, and it was a lousy deal for Israel. It was only to stop the rocket attacks, in return for the release of all the prisoners. The soldier would have further negotiations at a later date for his possible release. It is garbage. I can't see Israel agreeing to it... and it would appear they didn't.
