When you make any posting, the form has a tagline entry just above the spell, preview and post buttons. Just type in your tagline there and it will be there every time enter the post form.

Looks like someone else answered you tagline question.
You might find this helpful for doing things like underlining, bold letters, italics, etc. Welcome to FR.
