Pulling him alive out of there was a huge mistake.
Is there anything valuable about Haiti besides its location? Any natural resource, any real utility, to that nation?
I ask this because I've always wondered why one of the big mercenary outfits doesn't just take that chunk of it, declare its own country, and dare the tinpot Haitian military to take it back.
I know there was an attempt a few years back by a Texas guy to turn Tortuga into a resort, and it has a great airstrip. But I don't know the defensibility of the place, or whether it'd even be worth the effort.
