It's not all Specter's fault.
I understand that, but still blame him even for allowing this.
Senators have the right to put a hold on a nominee and it cannot move forward. I know that Linseed Graham has a hold on someone that the President wanted. There are other senators playing that dirty trick too.
This is a grotesque practice and, like most of the "traditions" in the Senate that have grown up over the last two centuries it is designed to thwart the will of the people. At the very least he could publicize the holds and embarrass those who are abusing the system for their own gain. But he won't do that.
A balance must be struck, but right now the Senate wields disproportionate power and individual Senators, like Specter, are out of control, drunk with power. At the very least the secrecy about these holds must be eliminated. Specter was one of those leading the fight to defeat even the limited efforts in that direction this last year and he is adamantly against the Constitutional option (the so called "nuclear option"). He's more concerned about the Senate's (read his) privileges than he is about right and wrong or the fate of the country.
The man is a living, breathing advertisement for term limits.
