The Alpha, Bravo, etc alert system has to do with the physical security of the base, and precautions in admitting personnel onto the base, NOT with whatever mission operations takes place within that installation. So this would not have to do with whats going on in NK, but may be in response to terrorist threat assessment or local area threat (ie enviro-nut) concerns.
