Your point is absolutely correct. These items remain lethal for a long, long time. The MSM and some folks in the Intel community are downplaying this for their own agendas. Naturally, Bush's critics pooh-poohed it from the beginning with weird comments about these items being pre-1991. Of course, Saddam said he had none of them. What's especially interesting is the total lack of curiosity by the MSM. This has been one state secret they've been eager to keep from the public despite all their constant claims about the publics right to know. It certainly rings all of that self-appointment hollow and shows us very well that the publics right to know that they do is fine if it aids terrorists but it's forbidden if it harms the hard Left's lies about Bush.
