Yep. Superman was created years before Action Comics #1. They were just not having any luck getting him published. I believe he was "created" in 1932.

Yes, Superman was created well before Action Comics #1. He was originally created for a newspaper strip. When Action #1 came around, all Siegel and Schuster had was a drawn newspaper strip. They had to cut up the strips to fill out their allotted pages.
