Many things. For starters, the simple belief that man has a purpose and morality comes from someone greater than man.

Atheists don't have that. In such a world, stepping on a clump of grass is no more moral or immoral than raping 5 year old children and then killing them.

An atheist can have that, and most do. I won't make value judgment of that fact.

Try again: what keeps a theist in line that is fundamentally unique to a theist. Purpose, universal objective morality, etc are all beliefs that can exist without believing in a god.
