Once again - these aren't Rice's personal opinions. She is speaking as a representative of and with the full authority of the administration. In other words, Rice says what the Prez wants her to say.

In this case---I agree with you. But Rice has been all around the world saying all kinds of things lately---most of which I have not liked. I don't believe the President formulated most of the statements were closely controlled what was said (in less important circumstances that today).
