This where I dissent. Since where it is written in the Constitution Hispanics MUST be represented ONLY by Hispanics? Its a racist notion. But then again Justice Anthony Kennedy is a liberal racist who believes in political apartheid - for minorities, who can only be represented by liberals.

It's not a Constitutional issue, it's a statutory issue. The Congress passed the Civil Rights Voting Act; the Supreme Court is merely determining whether Texas has violated it.
