BTW, who says Congressional districts need to be contiguous? And Texas has so much empty space, you could draw contiguous districts so that at least 25% of the voters got exactly the same SAT score.
BTW, what do you think of my theory that gerrymandering=good thing?

PS. I should note, however, that I doubt any guidelines Congress might impose on redistricting would carry legal force, since the state legislatures have the redistricting power under the Constitution. But, fwiw, Congress does routinely specify contiguous districts in the Apportionment Acts after each census.
I guess we won't know for sure until a state decides it wants non-contiguous districts..

PPS. Well, except for guidelines predicated on the 14th Amendment of course, but that doesn't include contiguity so far as I'm aware.
